That's a track by The Cure ( yéyé, me and The Cure again... ).
To be honest, i think this song stays the same for too long... So each time, something ( a sound, or whatever ) grabs your attention, and then slowly, you're loosing your attention, and then something grabs your attention again, and then you loose it again, etc... while you should be focused from start till end, and make the listener believe that if he isn't gonna pay attention for 2 seconds, something will grab him by his throat. If i were you, i'd try to fill up the empty space with some more sounds, layers, effects... add some things people wouldn't expect, add lots of subtile details, those kind of things. I think when you want to make a track that's really scary, subtility is the most important thing there is. By making things change in the background, those things people hear but are not focused on, you can achieve a great deal of suspense!

Maybe you should try to change the sound or color of your samples during the song so it's not the same all the time...

I'm really sure it would be so much creepier without beats.
The only percussive element I like is the hollow, reverbed pounding towards the end, like someone with boots is walking through the tunnel and approaching you.
Maybe you can replace the beats by some paranoid breathing, or waterdrops from a leak..., and some chilly/windy noises here and there, to build more tension.
And some blood guttering slasher sample at the end would've been cool too :)
